China Tightens Export Controls on Dredger Components: What Foreign Founders Need to Know
China's Ministry of Commerce and General Administration of Customs announced optimized export control measures for dredger-related items, effective November 18, 2026. Foreign founders involved in manufacturing or trading these items must understand licensing and customs declaration requirements.
China Updates Export Controls on Dredger Components
On October 19, 2026, China's Ministry of Commerce (MOFCOM) and the General Administration of Customs (GAC) jointly issued Announcement No. 51 of 2026, introducing optimized and adjusted export control measures for certain dredger-related items. The announcement, made in accordance with the Export Control Law, Foreign Trade Law, Customs Law, and Regulations on Export Control of Dual-Use Items, takes effect on November 18, 2026. For foreign founders operating companies in China that manufacture, trade, or export such equipment, this update introduces specific licensing and customs declaration obligations.
Controlled Items Under the New Measures
The announcement specifies three categories of dredger-related items now subject to export controls, each with technical parameters and reference customs commodity codes.
1. Dredger Mud Pumps (8A901.f.1)
This category includes complete mud pumps and specially designed key components:
- Complete mud pumps (8A901.f.1.a): Pumps with both a suction inlet inner diameter of 0.55 meters or more and a maximum pump speed of 400 rpm or less. Reference customs codes: 8413709120 and 8413709980.
- Key components (8A901.f.1.b): Specifically designed for the controlled pumps above, these include pump casings (inner and outer) with an inner diameter of 1.3 meters or more (reference code 8413910010), and impellers with a diameter of 1.3 meters or more (reference code 8413910010).
Technical definitions are provided: "suction inlet" refers to the opening through which fluid or medium enters the pump during operation; "pump casing inner diameter" means the inner bore diameter of the casing; "impeller diameter" means the outer diameter of the impeller blade wall.
2. Dredger Dragheads (8A901.f.2)
Dragheads used in trailing suction hopper dredgers with a suction pipe diameter of 0.55 meters or more are controlled. Reference customs code: 8479109010. The "suction pipe diameter" is defined as the inner bore diameter of the draghead discharge outlet.
3. Dredger Cutters (8A901.f.3)
Cutters used in cutter suction dredgers with a cutter ring outer diameter of 2.1 meters or more are controlled. Reference customs code: 8479109010. The "cutter ring outer diameter" refers to the outer diameter of the cutter head base.
Licensing Requirements for Exporters
Export operators intending to export any of the controlled items must apply for a license from the competent department of the State Council (MOFCOM) in accordance with the Export Control Law and the Regulations on Export Control of Dual-Use Items. This means that foreign-invested enterprises in China engaged in the export of these goods must obtain the necessary export licenses before shipping.
Customs Declaration Obligations
Export operators are responsible for the authenticity of customs declarations and must strengthen the identification of export items. The announcement sets clear rules for filling out the remarks column of customs declaration forms:
- If an item is subject to control, the declaration must state "属于两用物项" (belongs to dual-use items) and include the corresponding dual-use item export control code.
- If an item is not subject to control but its parameters, indicators, or performance are close to the controlled thresholds, the declaration must state "不属于管制物项" (does not belong to controlled items) and provide the specific parameters and indicators.
Customs will raise questions if the declared information is complete and accurate but its authenticity is in doubt. During the questioning period, the export goods will not be released.
Implementation and List Update
The announcement takes effect on November 18, 2026. The "Dual-Use Items Export Control List of the People's Republic of China" will be updated simultaneously to reflect these changes.
Practical Implications for Foreign Founders
Foreign founders with companies in China that are involved in the dredging equipment supply chain should take note of these updates. If your business exports mud pumps, dragheads, cutters, or key components that meet the specified thresholds, you will need to apply for an export license. It is crucial to accurately classify your products and complete customs declarations correctly to avoid delays or penalties. Given the technical parameters involved, seeking professional advice may be prudent.
